Policy & Operations Manager (Geothermal Energy): Managing policy, permitting, environmental, and regulatory workstreams for modular subsea geothermal power plants with an accent on federal environmental review, agency engagement, and first-of-a-kind energy infrastructure. Focus on coordinating technical and regulatory inputs, drafting agency-facing materials, and driving complex projects to hard external deadlines.
Location: Washington, DC, with a hybrid work arrangement. Regular travel to Seattle and periodic travel to deployment sites, including Pacific Islands, Japan, and Taiwan. Travel is expected at approximately 15–25%.
Salary: $100,000–$140,000 per year plus equity.

is developing modular subsea geothermal power plants that convert undersea thermal resources into baseload power.
What you will do
- Own policy, permitting, environmental, and regulatory projects from scope through delivery with limited oversight.
- Track legislative activity, rulemakings, agency actions, and international developments relevant to geothermal, offshore energy, ocean policy, and clean firm power.
- Draft policy and regulatory materials, including memos, comment letters, filings, briefing books, testimony, and presentations.
- Support NEPA documentation, environmental review, consultations, authorizations, and state and local siting approvals.
- Coordinate engineering, marine operations, legal, commercial, consultants, contractors, and counsel to meet regulatory deadlines.
- Prepare executives for agency, congressional, coalition, tribal nation, community, and research-partner engagements; identify funding and demonstration-program opportunities.
Requirements
- Based in the Washington, DC area and able to work in and around agencies and Capitol Hill in person.
- 2+ years of experience in policy, government affairs, environmental permitting, regulatory affairs, or program management.
- Working knowledge of federal environmental review and permitting, including NEPA and at least one related environmental or coastal protection framework.
- Experience running projects with multiple contributors against hard external deadlines.
- Clear, direct writing for policymakers, regulators, or senior leaders, and the ability to use AI as a tool while applying independent judgment.
- Bachelor’s degree in public policy, political science, environmental policy or science, law, marine affairs, or a related field; willingness to travel 15–25%.
Nice to have
- Experience with offshore or ocean regulatory frameworks and agencies such as NOAA/NMFS, USACE, EPA, or state coastal commissions.
- Experience permitting first-of-a-kind, pre-commercial, or demonstration-scale energy infrastructure.
- Familiarity with geothermal, offshore wind, marine energy, or subsea operations.
- Hill, appropriations, DOE, ARPA-E, FERC, international permitting, or environmental consultant-management experience.
- Advanced degree or experience working with aggressive commercial and operational schedules.
