Senior Program Manager, HR Operations (AI Infrastructure)

Location: San Jose, California, United States

Salary: $135,000–$170,000 per year, depending on experience, level, and business need. Discretionary bonus, incentives, and benefits may be available.

What you will do

• Manage employment-based immigration cases, including H-1B, L-1, TN, PERM, and green card processes, across the employee lifecycle.
• Serve as the primary contact for employees, hiring managers, and internal stakeholders on immigration matters.
• Track case status, deadlines, and compliance requirements while escalating risks and driving cases to resolution.
• Oversee external immigration and HR service providers, including SLAs, quality standards, contracts, budgets, invoicing, and performance reviews.
• Lead cross-functional HR Operations projects and improve standard operating procedures, workflows, and compliance controls.
• Build dashboards and automate workflows using Excel, SharePoint, Power Automate, and Teams.

Requirements

• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• 7+ years of experience in HR operations, program management, or immigration case management.
• Experience managing employment-based immigration processes and working with external immigration counsel or service providers.
• Strong program and project management skills, with the ability to manage multiple priorities and deadlines.
• Strong proficiency with Excel, SharePoint, Teams, and Power Automate for reporting, workflow automation, and process management.
• Excellent communication, organization, stakeholder management, accuracy, and confidentiality skills.

Nice to have

• Experience in HR operations or immigration within a high-growth technology or semiconductor company.
• Familiarity with global mobility and cross-border immigration processes beyond the US.
• PMP, SHRM-CP, SHRM-SCP, or a related certification.
• Experience managing MSP or vendor relationships, SLA governance, and performance metrics.
• Experience with process improvement and operational scaling.
