TL;DR
People Operations Regional Manager (HR Operations): Supporting frontline employees and regional transit services through employee lifecycle management, compliance, employee relations, payroll, benefits, and recruiting with an accent on unionized workforces, employment law, and real-time issue resolution. Focus on managing sensitive employee relations matters, improving HR processes, and maintaining a fair and positive workplace culture across Rochester and the Central Region.

Location: Rochester, MN, United States; 5 days per week in person with regular travel to other sites

Salary: $70,000–$90,000 per year, excluding equity or variable pay where applicable

What you will do

  • Manage end-to-end employee lifecycle processes, including onboarding, offboarding, pre-employment requirements, and documentation.
  • Administer workers’ compensation and unemployment claims while supporting payroll, benefits, open enrollment, and employee records.
  • Provide day-to-day employee support, conduct investigations, and manage sensitive employee relations matters, including terminations.
  • Lead employee engagement and recognition initiatives to improve the employee experience.
  • Partner on recruiting, interviews, offers, pre-hire screenings, job fairs, and community events.
  • Collaborate with central HR teams, local partners, and vendors to improve processes and support regional operations.

Requirements

  • At least 3 years of experience in HR operations, employee relations, talent acquisition, or a similar role.
  • Experience with unionized employee populations and collective bargaining agreements.
  • Knowledge of employment laws and regulations, including FMLA, ADA, and FLSA.
  • Strong interpersonal, communication, organizational, and process-management skills.
  • Ability to manage sensitive situations, ambiguity, multiple priorities, and a fast-paced work environment.
  • Based in the Rochester, MN area and comfortable working in person 5 days per week.
