TL;DR
Subcontract Technical Manager (Nuclear): Managing subcontracted TRISO-X fuel fabrication scope with an accent on technical compliance, cost and schedule performance, supplier quality, and cross-functional coordination. Focus on overseeing multi-million-dollar nuclear subcontracts, resolving technical and quality issues, managing funding and risks, and ensuring adherence to NQA-1, 10 CFR 50 Appendix B, and DOE O 414.1D.

Location: Oak Ridge, TN; 5 days onsite. Hours: 8:00am–5:00pm, Monday–Friday.

Salary: $140,000–$165,000 per year.

What you will do

  • Oversee day-to-day subcontract execution, including cost, schedule, performance, scope, change control, risks, and issues.
  • Serve as the primary contact for subcontractors and coordinate kick-off meetings, design reviews, technical exchanges, and acceptance activities.
  • Verify technical requirements, design deliverables, acceptance criteria, and quality assurance readiness.
  • Coordinate with engineering, project controls, quality, procurement, licensing, and regulatory teams to resolve technical and interface issues.
  • Manage funding baselines, burn rates, forecasts, cash-flow planning, and funding changes.
  • Maintain subcontract documentation, configuration control, audit readiness, and compliance with federal, export-control, and government-contract requirements.

Requirements

  • Bachelor’s degree in Engineering, Business Administration, or a related technical field.
  • Typically 10+ years of program or project management experience, including at least 5 years managing subcontracts in complex technical environments.
  • Experience in nuclear power, defense, aerospace, or another highly regulated industry, including management of subcontracts valued at $5M or more.
  • Working knowledge of NQA-1 and the 10 CFR regulatory framework, with experience in schedule development, cost control, risk management, and earned value management.
  • Proficiency with project management and contract management tools, such as Microsoft Project or Primavera P6, plus strong negotiation, communication, problem-solving, and cross-functional leadership skills.
  • Ability to work onsite in Oak Ridge, Tennessee, and ability to obtain and maintain a U.S. government security clearance if required. U.S. citizenship or permanent residency may be required for contracts subject to export controls.
