TL;DR
Subcontracts Administrator (Nuclear): Preparing, negotiating, and administering contracts, purchase orders, and subcontracts supporting an advanced nuclear fuel fabrication facility with an accent on federal procurement compliance, vendor due diligence, and cost and price analysis. Focus on negotiating complex agreements, maintaining DCAA/CPSR/CFSR-compliant procurement files, and coordinating contract execution across program management, finance, engineering, quality, and external suppliers.
Location: Oak Ridge, TN, United States; 5 days onsite. U.S. Citizenship is required. Working hours are 8:00am–5:00pm, Monday–Friday, with less than 10% travel.
Salary: Level II $63,700–$90,000; Level III $78,000–$110,000; Level IV $100,000–$140,000 per year.

What you will do
- Prepare, review, negotiate, and administer teaming agreements, NDAs, professional services agreements, purchase orders, and subcontracts.
- Identify contract requirements, provisions, terms, and conditions for vendors and subcontractors.
- Prepare and negotiate change orders and contract modifications, resolving issues with customers, vendors, subcontractors, and leadership.
- Conduct vendor due diligence, cost and price analysis, SAM.gov exclusion checks, and approved vendor list maintenance.
- Maintain procurement files and ensure compliance with , nuclear industry, federal, DCAA, CPSR, CFSR, and Prime Contract requirements.
- Coordinate contract and procurement information with program managers, finance, engineering, quality, leadership, customers, and the external supply base.
Requirements
- Bachelor’s degree in any field; relevant experience may substitute for the degree.
- U.S. Citizenship is required.
- Level II: typically 3 years of subcontracts or contracts administration experience; Level III: 5 years; Level IV: 10 years.
- Experience with federal contracts and/or commercial procurement, including negotiations appropriate to the level.
- Understanding of federal government regulatory guidelines and procurement compliance standards.
- Onsite work in Oak Ridge, Tennessee, 5 days per week is required.
