Team Leader - Somaliland Portfolio Programme

Location: Somalia, with programme activities in Somaliland and potential delivery considerations outside Hargeisa

What you will do

• Provide strategic, technical, and operational leadership for the Somaliland Portfolio Programme.
• Lead delivery of adaptive technical assistance, analytical support, flexible interventions, and task orders aligned with FCDO priorities.
• Manage programme implementation, workplans, milestones, outputs, mobilisation, inception, planning, and close-out.
• Maintain relationships with FCDO, Somaliland government counterparts, donors, local partners, civil society, and other stakeholders.
• Oversee programme quality, performance tracking, reporting, learning, and continuous improvement.
• Lead multidisciplinary teams and coordinate consortium partners, subcontractors, local partners, and technical experts.

Requirements

• Degree-level education or equivalent professional experience.
• Significant experience leading complex donor-funded programmes in fragile and conflict-affected settings.
• Experience managing adaptive technical assistance facilities, flexible funds, governance programmes, or demand-led delivery mechanisms.
• Experience working with FCDO or other major bilateral or multilateral donors.
• Strong programme management experience covering work planning, budgeting, risk management, reporting, and delivery oversight.
• Experience managing multidisciplinary teams, partners, subcontractors, technical experts, programme operations, compliance, security, safeguarding, and duty of care.

Nice to have

• Experience in Somaliland, Somalia, the Horn of Africa, or comparable fragile and conflict-affected contexts.
• Existing networks with Somaliland government institutions, local partners, or donor coordination structures.
