Senior Program Officer, Novel Technologies – Regional & Transboundary Policy (Africa) (Emerging Technologies)

Location: Nairobi, Kenya; ability to travel up to 30% domestically and internationally

What you will do

• Lead regional and transboundary policy, governance, and political strategies for novel and emerging health technologies across Africa, with a focus on East and West Africa.
• Engage African Union institutions, AU-affiliated bodies, Regional Economic Communities, governments, and transboundary authorities.
• Facilitate high-level regional dialogue, agenda setting, policy alignment, and cross-border coordination.
• Translate scientific, regulatory, and political economy dynamics into clear policy, advocacy, and engagement strategies.
• Advise Foundation leadership, develop strategic briefs, and manage investments supporting policy, advocacy, and transboundary coordination.
• Coordinate across technical, regulatory, advocacy, communications, Africa regional, and global teams.

Requirements

• Advanced degree in public policy, law, international relations, global health, or a related field.
• At least 7 years of experience in policy, governance, advocacy, or transboundary governance.
• Demonstrated experience working across multiple African countries, including East and West Africa.
• Proven experience engaging governments, regional institutions, and senior stakeholders in politically sensitive, multi-country environments.
• Experience with African Union institutions or AU-affiliated bodies and senior experience in a Regional Economic Community such as EAC, ECOWAS, or IGAD.
• Must be legally authorized to work in Kenya without visa sponsorship.

Nice to have

• Experience working alongside regulatory authorities.
• Familiarity with regulatory systems and processes related to emerging technologies.
• Expertise in multilateral environmental instruments, transboundary resource governance, and cross-border health coordination platforms.
