Senior Procurement Manager / Analyst

Location: Washington, District of Columbia; on-site. Some travel is required.

What you will do

• Lead procurement planning for the Tethered Aerostat Radar System (TARS) Program, including Statements of Work, Independent Government Cost Estimates, and acquisition strategies.
• Prepare and review procurement documentation for accuracy and compliance with the Federal Acquisition Regulation and DHS policies.
• Coordinate with contracting officers and program stakeholders to support timely contract awards.
• Track procurement milestones and maintain acquisition tracking systems.
• Support subcontractor sourcing, evaluation, and performance oversight.
• Provide procurement status reports, risk assessments, and recommendations while improving cost efficiency through market research, vendor competition, and contract optimization.

Requirements

• Bachelor’s degree in acquisition, supply chain management, or a closely related field.
• At least 15 years of experience with federal procurement regulations and practices.
• Experience in DHS or DoD acquisition environments.
• Strong organizational, documentation, leadership, communication, and analytical skills.
• Ability to manage multiple complex procurement actions under tight timelines.
• Positive adjudication from a CBP Background Investigation.

• Master’s degree.
• Project Management Institute Project Management Professional certification.
