Federal HR Domain SME

Location: Remote within the United States; support for a client located in Washington, DC. US citizenship, work authorization, and an active Public Trust clearance are required.

Salary: $60,000–$180,000 USD per year

What you will do

• Serve as the functional authority for federal personnel action processing, including nature of action codes, legal authority codes, and SF-52/SF-50 processing.
• Interpret federal HR guides, data standards, performance requirements, and the Human Capital Information Model for configuration decisions.
• Validate federal baseline platform configurations and review agency-specific customization requests for regulatory compliance.
• Advise on compliance tracking and audit trail requirements for personnel actions.
• Support legacy data migration mapping, reconciliation with federal data standards, and data cleanup scope.
• Support requirements validation, Fit-Gap Analysis, and UAT scenario development for regulatory requirements.

Requirements

• US citizenship and work authorization are required.
• An active Public Trust level clearance is required.
• Undergraduate degree, or equivalent years of experience.
• 6–8 years of federal HR operations, HRIT, or federal HR policy experience, including 3–4 years of consulting or related technology experience.
• Direct knowledge of the Guide to Processing Personnel Actions, federal personnel action processing, federal HR data standards, and reporting requirements.
• Ability to translate regulatory requirements into system requirements.

Nice to have

• Experience with a CFO Act agency HR office, federal shared service center, or federal payroll provider.
• Federal HR system implementation or migration experience.
• Familiarity with the Human Capital Business Reference Model and EHRI.
• Working knowledge of Oracle Fusion Cloud HCM.
