Salary: $55,665–$94,631 annually based on full-time employment.

What you will do
- Identify and develop FEMA 404/HMGP and 406 hazard mitigation opportunities with client counterparts and subrecipients.
- Support the preparation of grant applications and mitigation proposals, including scopes of work, budgets, documentation, templates, and checklists.
- Coordinate environmental reviews and required documentation with the Environmental Team to address NEPA requirements.
- Coordinate benefit-cost analysis and review project applications for eligibility, feasibility, accuracy, completeness, and cost effectiveness.
- Monitor grant implementation against approved timelines, follow up on outstanding requirements, and report issues and resolutions to leadership.
- Conduct site visits, use the FEMA Grants Portal and DisasTRAX, and deliver training to staff and stakeholders as assigned.
Requirements
- At least 2 years of in-depth experience with FEMA 406 and 404 mitigation policies.
- Ability and willingness to travel by air and vehicle with minimal notice and deploy for evening, weekend, and multi-week assignments away from home.
- Valid United States driver’s license and successful Motor Vehicle Records check.
- Experience with mitigation grant coordination, project management, FEMA grant processes, federal and state disaster management programs, FEMA policies, and 44 CFR.
- Strong documentation, reporting, organizational, communication, presentation, critical-thinking, and Microsoft Office skills.
- Ability to manage changing deadlines and priorities independently and collaboratively.
Nice to have
- Bachelor’s degree.
- Fluent English and Spanish; experience with energy and electrical distribution infrastructure, particularly in Puerto Rico.
- Benefit Cost Analysis, cost estimating with RS Means or Xactimate, and non-residential construction experience.
- Certified Floodplain Manager credential, FEMA certifications, or relevant FEMA coursework.
