TL;DR
Construction QA/QC Lead (Disaster Recovery): Quality assuring construction documentation and activities for Los Angeles County’s HUD-funded disaster recovery and mitigation programs with an accent on inspections, cost estimates, environmental requirements, and contractor compliance. Focus on managing QA/QC specialists, reviewing change orders and milestone documentation, and developing quality assurance procedures and training.

Location: Remote, limited to candidates residing in California who can reasonably access or support work within Los Angeles County; occasional travel to client sites and field offices throughout Los Angeles County may be required.

Salary: $81,147–$137,949 per year

What you will do

  • Provide expert QA/QC support for construction activities within disaster recovery and mitigation programs.
  • Manage a team of QA/QC specialists and guide field teams on quality assurance practices.
  • Review inspections, cost estimates, scopes of work, builder invoices, cost reasonableness determinations, and environmental requirements.
  • Assess change order requests and verify milestone inspection documentation against approved project scopes.
  • Review builder assignment methods, performance scoring, and contractor compliance with program standards.
  • Develop and refine QA/QC policies, procedures, processes, training, and technical assistance.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field, or three years of CDBG-DR construction program experience in lieu of a degree.
  • At least two years of experience supporting CDBG-DR or CDBG-MIT housing recovery construction programs.
  • Proficiency with Xactimate X or later for CDBG-DR construction, damage assessments, and cost estimates.
  • Knowledge of IRC 2024, IBC 2024, Los Angeles County and California Building Code, residential construction, and resilient building practices.
  • Advanced Microsoft Excel skills, including formulas, charts, and formatting for client-ready deliverables.
  • Strong writing, communication, attention to detail, problem-solving, multitasking, and collaboration skills.
