What you will do

• Research digital infrastructure opportunities, risks, and resilience challenges across the global defense microelectronics industrial base.
• Oversee hybrid cloud EDA and collaboration platform development for large-scale, multi-stakeholder projects.
• Develop strategies addressing domestic microelectronics design, deployment, and sustainment gaps.
• Evaluate technical proposals, acquisition strategies, budgets, policies, milestones, risks, schedules, and performance metrics.
• Collaborate with government, industry, national laboratories, and FFRDCs while representing IBAS at meetings, site visits, and industry events.
• Prepare strategic assessments, white papers, executive briefings, and acquisition recommendations for senior leaders and congressional engagements.

Requirements

• Active SECRET security clearance required, with the ability to obtain and maintain TOP SECRET clearance.
• Bachelor’s degree in engineering, computer science, or a related technical discipline.
• 5+ years of relevant experience in microelectronics architecture or cloud architecture and deployment.
• Hands-on familiarity with EDA tools and licensing models or cloud infrastructure for HPC and EDA workloads.
• Exceptional analytical, written, oral communication, and presentation skills.
• Ability to work effectively in a high-tempo, collaborative environment; proficiency with Microsoft Office Suite.

Nice to have

• Experience with OSW, IBAS, DPA, DoD acquisition, PPBE, or senior strategic staff environments.
• Experience briefing and advising senior military leaders, including Flag and General Officers.
• Expertise in systems engineering, scientific analysis, advanced manufacturing, and DoD microelectronics programs.
• Experience designing and managing cloud infrastructure for engineering and simulation workloads.
• PMP, CSEP, or an equivalent professional certification.
