Location: Must be local to the DMV area and able to work on-site at TISTA HQ in Rockville, MD at least 2 days per week.

Salary: $120,000–$135,500

What you will do

• Lead the delivery of compelling, compliant proposals by coordinating with capture, pricing, contracts, and technical teams.
• Interpret solicitation requirements and communicate them effectively to delivery teams.
• Facilitate win strategy, solution, and writing sessions with subject matter experts.
• Independently author key proposal sections including executive summaries, management plans, and past performance descriptions.
• Manage proposal schedules, track status, and ensure quality control throughout the business development lifecycle.
• Identify and mitigate proposal weaknesses while enhancing strengths to improve scoring potential.

Requirements

• Minimum 8 years of direct experience developing high-quality proposals for Federal IT solicitations.
• Previous experience working with the VA is required.
• Professional certification in proposal management (APMP, Shipley, etc.) is required.
• Experience using AI tools for proposal development is required.
• Comprehensive knowledge of Federal procurement processes and standard solicitation instructions.
• Superior proficiency in Microsoft Word, Excel, PowerPoint, and SharePoint.

Nice to have

• Experience with HHS or DoD solicitations.
• Proficiency in Microsoft Project, Visio, or Adobe Illustrator.
• Bachelor’s degree in English or Literature.
