HR Manager (Manufacturing)

What you will do

• Build HR infrastructure from the ground up, including policies, systems, and organizational structures for a new facility.
• Lead full life-cycle recruitment for all exempt and non-exempt positions, including high-volume hourly hiring.
• Design and execute workforce planning and hiring strategies to support the manufacturing launch.
• Resolve complex employee relations issues and collaborate with Legal to ensure positive business outcomes.
• Manage HR functional areas including training, development, communications, and change management.
• Ensure strict OFCCP/EEO compliance across all recruitment and HR practices.

Requirements

• 10+ years of progressive HR experience, with preference for startup or new manufacturing site setup.
• 5+ years of experience in a manufacturing environment.
• Proven experience leading high-volume full life-cycle recruiting.
• Hands-on experience with ATS administration (Workday, Taleo, or equivalent).
• Strong knowledge of OFCCP/EEO compliance and federal/state labor laws.
• Must be able to work onsite in Norfolk, VA with flexibility to cover multiple shifts.
