TL;DR
Project Cycle Process Specialist: Ensuring Oxfam Project Cycle standards through continuous improvements and simplification with an accent on project cycle management (PCM) process governance, internal project leadership, and capacity building for country offices and partners. Focus on analyzing organizational data to prioritize interventions, mapping and documenting processes (e.g., BPMN), and strengthening qualitative information management and reporting while managing donor-funded project risks.
Location: Hybrid (50% in the office in The Hague and 50% at home). Valid permit to reside and work in the Netherlands required; relocation to the Netherlands is possible for qualified candidates from the Netherlands or other EU/EEA countries.
Salary: €3543–€5328 gross per month (scale 9), based on 36 hours/week.

What you will do
- Identify processes, procedures, and tools to improve and define modalities for implementing improvements (internal projects, training, and external resourcing).
- Analyze organizational data (pain point inventories, workshop outputs, process performance) to find simplification opportunities and prioritize interventions.
- Lead internal projects focused on improving and simplifying the project cycle.
- Build project management capacity for country offices and partner organizations, including Training of Trainers and maintaining a certified trainer community.
- Contribute as a subject matter expert to internal projects and improve qualitative information management and reporting.
- Coordinate with other units on project management, especially with Goal Units in The Hague.
Requirements
- Master’s or HBO level education in a relevant/connected field.
- 7+ years of proven experience in project management, business administration, quality management, or analytics.
- High level knowledge of institutional donor financial requirements, including new funding mechanisms.
- Full professional mastery of English (C1).
- Valid permit to reside and work in the Netherlands; visa sponsorship is not available.
- Experience mapping and documenting processes using industry-standard process modelling tools and notation (e.g., BPMN), plus strong analytical and stakeholder management skills.
Nice to have
- Working knowledge of Lean Six Sigma or comparable process improvement methodologies.
- Experience in direct project management.
