Requirements Management Lead / Business Analyst (Federal Health)

What you will do

• Lead requirements gathering, analysis, validation, and documentation across multiple project workstreams.
• Facilitate stakeholder interviews, discovery sessions, workshops, and Joint Application Design meetings with government, business, and technical stakeholders.
• Develop and maintain the Contractor Requirements Traceability Matrix and ensure traceability throughout the project lifecycle.
• Analyze business processes, recommend technology solutions, and prepare process documentation, functional specifications, workflow diagrams, user stories, and acceptance criteria.
• Collaborate with architects, developers, testers, and project managers to ensure requirements are understood, implemented, and validated.
• Evaluate requirement changes, perform impact analyses, support change control, prepare documentation for design and readiness reviews, and identify risks, gaps, dependencies, and mitigation strategies.

Requirements

• Bachelor’s degree in Business Administration, Information Systems, Computer Science, Healthcare Administration, or a related field.
• Five years of experience performing business analysis, requirements management, or systems analysis in complex technology environments.
• Experience gathering, documenting, and managing functional and technical requirements throughout the software development lifecycle.
• Experience developing requirements traceability matrices, business process documentation, workflow diagrams, and functional specifications.
• Strong facilitation, analytical, problem-solving, and communication skills, with the ability to work effectively across technical and business teams.
• Ability to obtain and maintain a Level 3 Public Trust clearance.

Nice to have

• Experience supporting Agile, Scrum, SAFe, or hybrid software development methodologies.
• Experience supporting VA, VHA, DHA, or other federal healthcare organizations, health IT, telehealth, or federal program management.
• Certified Business Analysis Professional, PMI Professional in Business Analysis, or similar certification.
