Lead Business Analyst (Digital Modernization)

Location: Remote within the United States; must reside and perform work in the United States, support EST hours, and be able to obtain and maintain Public Trust clearance.

Salary: $98,614–$167,644 per year for full-time employment.

What you will do

• Lead, mentor, and coordinate Business Analysts across multiple modernization workstreams while reinforcing consistent BA practices, documentation standards, and quality expectations.
• Review requirements, user stories, acceptance criteria, process documentation, and other deliverables for completeness, clarity, consistency, traceability, and readiness for development and testing.
• Facilitate requirements elicitation sessions, workshops, reviews, demonstrations, acceptance checkpoints, and collaboration with business, technical, and program stakeholders.
• Translate business needs and complex processes into user stories, acceptance criteria, functional requirements, process flows, data mappings, interface definitions, and functional specifications.
• Analyze system behavior, APIs, data flows, integrations, edge cases, business rules, dependencies, wireframes, user flows, and prototypes in collaboration with architects and developers.
• Manage Jira backlogs and Confluence documentation while supporting governance, intake, acceptance, Agile delivery, and continuous improvement.

Requirements

• 8+ years of Business Analyst experience supporting application development, digital transformation, and/or system modernization initiatives.
• Lead Business Analyst experience on a large, complex application development or modernization program involving multiple teams or workstreams.
• Experience leading, mentoring, and coordinating other Business Analysts, including reviewing deliverables and driving consistency in requirements practices and work products.
• Extensive hands-on experience facilitating requirements elicitation and working with diverse business and technical stakeholder groups.
• 5+ years of experience documenting requirements and specifications for web-based or enterprise systems and 5+ recent years in a mature Agile environment such as Scrum or Kanban.
• Ability to translate complex business processes and needs into user stories, acceptance criteria, process flows, functional requirements, and implementation-ready artifacts.
• Hands-on experience with Jira for backlog, requirements, and delivery management, and Confluence or a comparable collaboration platform for requirements and delivery documentation.
• Working knowledge of software development lifecycles, requirements traceability, integration testing, and release validation in Agile environments.
• Strong professional and technical writing, verbal communication, facilitation, analytical, organizational, and problem-solving skills, including communication with technical and non-technical audiences.
• Ability to work across multiple teams and workstreams while balancing program-level coordination with detailed analysis.
• Must be a U.S. Citizen or Permanent Lawful Resident, must reside and work within the United States, and must be able to obtain and maintain Public Trust clearance.

Nice to have

• Hands-on Figma experience reviewing, annotating, validating, or iterating on wireframes, user flows, and prototypes.
• Experience with large-scale legacy system modernization, APIs, system interfaces, data integrations, governance, intake, and acceptance processes.
• Experience creating polished client-facing documentation and translating business requirements and user needs into effective application experiences.
• Experience with Mural or similar collaborative tools, Agile work decomposition, and managing requirements dependencies across development teams or workstreams.
• Ability to operate independently, exercise sound judgment, and provide leadership in a fast-paced delivery environment.
• Bachelor’s degree or equivalent professional experience; Agile or Scrum certification.
