What you will do
- Advise recipient government and the Transition Management Unit (TMU) on recipient government input into contracts and agreements to identify risks and mitigation actions.
- Support milestone deliverables and reporting requirements, including source data, governance, and timing.
- Advise on the process of awarding and managing G2G agreements and contracts, including understanding agreement/contract terms and conditions.
- Support compliance and risk management so obligations and deliverables are enforceable and auditable.
- Develop and share model contract templates, SOPs, and guidance notes to strengthen institutional contract management capacity.
- Provide targeted training and technical assistance on contract and agreement drafting, negotiation, and administration, and coordinate with TMU on integration with program planning, financial management, and compliance.
Requirements
- Master’s degree in Accounting, Law, Contract Management, Public Procurement, Finance, or a closely related field.
- Extensive experience drafting, negotiating, and managing G2G agreements with the ability to produce clear, comprehensive, compliant contract documents.
- In-depth knowledge and experience with performance-based, milestone-based, and cost-reimbursement contracts.
- Strong writing skills to interpret and apply complex regulatory requirements in contract language.
- Demonstrated ability to provide technical assistance, training, and capacity-building support to government institutions and stakeholders.
- Excellent communication, negotiation, and stakeholder engagement skills in cross-cultural, multi-institutional environments.
