What you will do

• Lead multiple concurrent Agile software development projects for enterprise web and mobile applications on the Microsoft technology stack.
• Manage full SDLC execution: requirements gathering, architecture planning, development, testing, deployment, operations, and maintenance.
• Coordinate technical teams across ASP.NET/.NET, C#, React/Vue/React Native, SQL Server/ETL, CI/CD, and mobile deployment.
• Oversee Agile ceremonies and delivery governance (sprint planning, backlog prioritization, standups, retrospectives, release planning).
• Manage configuration/change control and release governance using Azure DevOps and Git; maintain project plans, budgets, risks, and dependencies.
• Ensure secure engineering practices and compliance alignment (FISMA, ATO, POA&M, Section 508) and support cloud modernization (migration, containerization, microservices, autoscaling/serverless assessments).

Requirements

• 6+ years of project management experience.
• 5+ years managing Agile .NET implementations.
• Strong hands-on understanding of .NET/ASP.NET, C#, SQL Server, REST APIs/system integrations, and CI/CD & DevOps practices.
• Experience managing cross-functional technical teams in Agile environments and understanding SDLC governance, configuration management, and release management.
• Ability to work in a hybrid environment in the Rockville, MD / DC Metro area.
• Ability to obtain Public Trust clearance.

Nice to have

• Master’s degree; PMP/Scrum Master/SAFe/Agile certifications.
• Experience supporting NIH/HHS or other federal health IT environments.
• Familiarity with HHS EPLC, FISMA, ATO packages, POA&M management, and Section 508 compliance.
• Experience with Azure DevOps, Git, Visual Studio, React Native, and cloud modernization initiatives.
