TL;DR

Location: Must be based in or able to work in Allentown, PA (Hybrid)

Salary: $150,000–$180,000 per year

What you will do

  • Manage permitting, entitlement, and regulatory documentation in partnership with owner leadership and design teams.
  • Develop and maintain project permitting matrices, entitlement roadmaps, and agency contact lists.
  • Oversee submission calendars, permit status trackers, and regulatory risk registers to ensure project visibility.
  • Coordinate permit applications, zoning materials, and impact fee documentation on behalf of the owner.
  • Serve as the primary liaison among the owner, design team, county, borough, PA DEP, and utility stakeholders.
  • Track agency comments, coordinate technical responses, and manage resolution logs to prevent critical path delays.

Requirements

  • Bachelor’s degree in planning, environmental management, engineering, public administration, or construction management.
  • 7+ years of experience in permitting, entitlement, environmental coordination, or capital project regulatory work.
  • Proven experience coordinating with AHJs, planning commissions, municipal agencies, and state regulators.
  • Working knowledge of permit sequencing, agency review cycles, and construction readiness dependencies.
  • Excellent organizational skills with the ability to maintain accurate logs and status reports.
  • Must be authorized to work in the United States.

Nice to have

  • Experience with Pennsylvania permitting, PA DEP, or Mid-Atlantic jurisdictional requirements.
  • Background in data centers, utilities, substations, or large-scale industrial infrastructure.
  • Professional certifications such as AICP, PMP, or PE.
