What you will do
- Define and communicate technology vision bridging near-term delivery with long-term modernization across health benefits claims, adjudication, online health platforms, and core systems of record.
- Lead build vs. buy vs. partner decisions and manage technical debt in large, non-greenfield environments.
- Own end-to-end delivery across multiple agile squads, improving velocity, quality, and reliability, and act as primary escalation for critical platform/delivery issues.
- Lead 250+ technology professionals across 5 Director-level reports, building a high-performing engineering culture focused on psychological safety and continuous learning.
- Manage platform budgeting, cost optimization, capitalization decisions, and strategic vendor/SI relationships to maximize delivery quality and ROI.
- Establish governance meeting regulatory and security requirements, and partner on disaster recovery and business continuity for enablement platforms.
Requirements
- 10+ years in senior technology leadership roles delivering complex, mission-critical enterprise systems at scale.
- Deep expertise with mainframe environments and their integration with modern, digital business-critical systems.
- Proven track record modernizing and enabling health benefits claims / health technology platforms.
- Strong financial acumen managing large budgets, vendor portfolios, and ROI optimization.
- Strong technical foundation with credibility to challenge architecture, delivery practices, CI/CD, and engineering approaches.
- Bilingualism (French and English, both oral and written) is required for Quebec only, due to managing both French- and English-speaking staff and providing daily support to the team.
