Permit Manager (AI Infrastructure)

Location: Must be based in or operate from the Houston project office, with travel to West Virginia required.

Salary: $100,000 - $140,000 USD

What you will do

• Develop and own the integrated permitting plan, schedule, and risk register for the Monarch Compute Campus across all jurisdictions.
• Lead air permitting for reciprocating engine fleets, including PSD, Title V, NSPS, and NESHAP analyses in coordination with WVDEP and EPA.
• Coordinate gas pipeline permitting under PHMSA and FERC requirements in partnership with the Pipeline Engineering team.
• Secure local approvals from Mason County and the Town of Point Pleasant for site preparation, building, and operations.
• Maintain comprehensive permit trackers, condition logs, and compliance calendars to ensure actionable obligations.

Requirements

• 8+ years of permitting and environmental compliance experience on major energy, industrial, or infrastructure developments.
• Demonstrated experience permitting large combustion sources (PSD, Title V, NSPS) with state EPA-delegated agencies.
• Familiarity with PHMSA and FERC pipeline permitting frameworks.
• Bachelor's degree in environmental science, engineering, or a related field.
• Willingness to travel to Charleston and Point Pleasant as needed.
