Managing Consultant – Clinical Quality Improvement (Maryland Programs) - Healthcare (HSCRC/CMS Quality Programs): Advising Maryland acute care hospitals and health systems on analyzing and improving performance across HSCRC and CMS quality programs with an accent on quality methodology, risk adjustment, benchmarking, and financial impact. Focus on designing targeted improvement strategies, facilitating quality workgroups, and driving evidence-based clinical and operational changes across mortality, complications, readmissions, sepsis, and patient experience.

Location: Baltimore, Maryland, United States; in-office 2–3 days per week depending on project and client requirements; travel within Maryland 25–50% required.

Salary: $120,000–$165,000 annually. Job title and compensation depend on qualifications and experience.

What you will do

  • Serve as a subject-matter expert on Maryland hospital quality programs, including QBR, MHAC, and RRIP, and their interaction with CMS programs.
  • Analyze measure specifications, risk adjustment, benchmarking, scoring methodologies, and quality analytics to identify performance trends and improvement opportunities.
  • Educate hospital executives, physicians, clinicians, and operational teams on policy changes, measure updates, and HSCRC and CMS requirements.
  • Advise clients on the financial effects of quality performance, including revenue at risk, rewards, and penalties.
  • Design and facilitate improvement strategies for mortality, complications, readmissions, sepsis, and patient experience.
  • Lead quality improvement workgroups, rapid improvement events, adverse event reviews, improvement workplans, and evidence-based practice adoption.

Requirements

  • 5+ years of experience in acute care hospital settings focused on clinical quality, performance improvement, and quality program management.
  • Direct experience with Maryland’s hospital quality and payment environment, including the HSCRC TCOC Model, hospital global budget framework, QBR, MHAC, and RRIP.
  • Ability to explain differences and overlaps between Maryland and CMS methodologies to hospital leadership, clinicians, and quality teams.
  • Experience educating and presenting to frontline staff, clinical and operational leaders, and executives.
  • Bachelor’s degree in Nursing, Public Health, Healthcare Administration, Health Information Management, or a related field.
  • Must be able to verify legal authorization to work in the United States without company sponsorship.

  • CPHQ, CIC, Lean/Six Sigma, or an equivalent professional certification.
