Counsel, Policy Manager (APJ Regulatory)

Counsel, Policy Manager (APJ Telecoms): Own and drive regulatory advisory workstreams for Twilio’s communications products and services in the APJ region with an accent on telecoms compliance, risk assessment, and strategic guidance on evolving laws. Focus on partnering cross-functionally with product, engineering, and go-to-market teams, leading proactive regulatory projects, and managing external counsel for compliant product shipping.

Location: Remote and based in Melbourne (preferred), Sydney, Canberra or Brisbane, Australia. Occasional travel for meetings.

What you will do

• Own regulatory advisory workstreams, providing strategic guidance on laws impacting products, services, marketing, and customer communications.
• Partner with Product, Engineering, Commercial, and Go-To-Market teams to assess risks and shape compliant approaches.
• Lead proactive regulatory projects, monitor reforms, and create actionable plans for new requirements.
• Support cyber, privacy, and other regional priorities, including drafting and reviewing documents.
• Instruct and manage external counsel, ensuring budget discipline and timely delivery.
• Improve legal operations with templates, self-serve guidance, and process enhancements.
• Build internal relationships to influence pragmatic legal outcomes and maintain regulatory updates in tools like Airtable.

Requirements

• JD, LL.B. or equivalent degree, or equivalent practical experience.
• 6-8 years PQE in law, policy, or regulatory in Australia, New Zealand, Singapore, or another APJ jurisdiction.
• Understanding of telecoms/tech regulatory frameworks in APJ or similar regulated industries like financial services or energy.
• Experience advising on regulatory compliance at a law firm, in-house, or government agency.
• Collaborative spirit with ability to work independently, critical thinking, and strong organizational skills.
• Experience drafting regulatory filings, managing responses to inquiries, and enforcement actions.
