Project Analyst (Environmental)

Project Analyst (Environmental Programs): Evaluating existing environmental service contracts and identifying opportunities to transition them into Intergovernmental Support Agreements (IGSAs) with an accent on contract analysis, stakeholder coordination, and partnership research. Location: Hybrid in San Antonio, TX (Fort Sam Houston)

Salary: $55,000–$70,000

What you will do

• Review and analyze AEC’s environmental contracts, including compliance, remediation, conservation, and waste management.
• Identify work scopes suitable for conversion to IGSA-based delivery models and compare them with traditional contract vehicles.
• Conduct research on IGSA authorities, policies, and potential local, state, tribal, or regional government partners.
• Coordinate between AEC, contracting offices, legal teams, and environmental program managers.
• Develop briefing materials, white papers, and implementation roadmaps for leadership review.
• Maintain project schedules and tracking tools for contract and partnership data.

Requirements

• Bachelor’s Degree in Environmental Science, Environmental Engineering, Public Administration, Public Policy, or Business.
• 1–4 years of experience supporting environmental programs, government contracts, or program analysis.
• Familiarity with environmental regulations such as CERCLA, RCRA, and NEPA.
• U.S. Citizenship required.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint).
• Strong analytical, research, and written communication skills.

Nice to have

• Experience supporting Department of Defense, Army, or Federal environmental programs.
• Familiarity with IGSA, P3/P4, or other public-public/public-private partnership models.
• Exposure to contract analysis and alternative service delivery models.
• Experience working with state, local, or regional government entities.
