Global Surge Team Roster: Emergency Deputy Director of Programs

Location: Global Roving; regular travel, including to complex security environments, is required

What you will do

• Lead the strategic direction, management, and delivery of emergency programs, including the transition from emergency response plans to country program strategies.
• Oversee program quality, technical guidance, monitoring, evaluation, accountability, learning, and evidence-based adaptation across health, protection, cash and basic needs, and education programs.
• Supervise grants, partnerships, MEAL, and technical coordination functions while monitoring workplans, procurement, spending, staffing, safeguarding, and project performance.
• Support business development, funding opportunity identification, proposal and concept note development, donor compliance, and fundraising with regional and headquarters teams.
• Represent emergency programs with donors, partners, government, UN agencies, INGOs, and humanitarian sector coordination groups.
• Build, mentor, and manage cohesive teams while promoting accountability, safeguarding, staff care, and professional development.

Requirements

• At least 8 years of experience in conflict and humanitarian environments with significant program leadership responsibility.
• Strategic thinking, rapid analysis, decision-making, prioritization, and operational planning skills in challenging emergency settings.
• Experience with emergency programming in health, protection, cash and basic needs, and education.
• Strong leadership, people management, coordination, negotiation, networking, representation, and relationship-building skills.
• Successful fundraising and donor engagement experience, including with European, U.S., and other international donors.
• Excellent oral and written English, including the ability to write and edit complex technical documents with minimal oversight; willingness to travel regularly is required.

Nice to have

• Experience delivering programs in complex security environments.
• Knowledge of French, Arabic, or Spanish.
• Excellent Microsoft Office skills.
