What you will do

• Lead regulatory permitting under Article VIII, Article 15, Article 24, including NEPA, SEQRA, and CWA processes for renewables, substations, and transmission.
• Coordinate with agencies like ORES, NYSDEC, USACE, USFWS, and local entities.
• Oversee environmental and utility projects from linear construction to renewable integrations.
• Review and prepare technical reports, permits, and construction documents.
• Build practice through Upstate NY energy sector relationships and pursue opportunities.
• Conduct pre-application stakeholder consultations and advocate for projects with communities.
• Mentor junior staff to foster ownership and growth.

Requirements

• Direct experience with ORES and 16 NYCRR Part 1100 procedures (Article VIII).
• Overseen environmental, ecological, or natural resources studies in upstate New York energy sector.
• Knowledge of 2026 Mandatory GHG Reporting (6 NYCRR Part 253).
• Experience with Agrivoltaics and Farmland Conservation Fees.
• Bachelor’s or Master’s in Environmental Science, Geology, Ecology or related, with 7–15+ years in NY utility and regulatory space.

Nice to have

• Proven track record managing complex environmental obligations in Upstate NY.
• PE or PG licensure.
• Strong communication skills for regulators and stakeholders.
