Proposal Manager (Public Safety SaaS)

What you will do

• Independently manage and execute high-complexity RFPs, RFIs, RFQs, and solicitation responses.
• Review procurement requirements, translate into action plans, and develop compliant proposal content.
• Maintain proposal library, identify content gaps, and collaborate with stakeholders for updates.
• Conduct compliance and quality reviews, ensure deadlines and formatting standards.
• Propose process improvements, act as SME on proposal processes and public sector bids.
• Provide guidance, training, and knowledge transfer to proposal specialists and support transitions.
• Partner with Pre-Sales, Sales, Product, Legal, Finance, and Implementation teams.

Requirements

• Bachelor’s degree in Marketing, Communications, Public Administration, Criminal Justice, or related field.
• 3-5+ years progressive experience responding to RFPs in SaaS, public sector, or government technology.
• Demonstrated experience managing complex, enterprise-level proposals independently.
• Strong understanding of public sector procurement processes and compliance.
• Advanced proficiency with proposal management systems, content libraries, Microsoft Office, SharePoint, Adobe PDF.
• Experience with bid portals and opportunity tracking; BidPrime and RFPIO preferred.
• Expert writing, editing, document structuring, attention to detail, managing deadlines.
