Business Systems Analyst

What you will do

• Support FBI National Security Branch systems and projects involving FISA, National Security Letters, NDRRs, Sentinel, and related legal-process applications.
• Gather user requirements, design system capabilities, and translate business needs into epics, features, user stories, acceptance criteria, and functional documentation.
• Manage complex data conversion and data-management processes, including ETL, storage, access controls, indexing, entity extraction and resolution, analysis, and sharing.
• Assess technical systems, identify risks and vulnerabilities, and recommend modernization, consolidation, cost-saving, retirement, and replacement strategies.
• Lead IT project planning and implementation, prepare reports and briefings, and provide updates to FBI executive management.
• Collaborate with developers, DevOps, Department of Justice stakeholders, FBI headquarters, and field offices while providing technical support and troubleshooting.

Requirements

• 10+ years of experience within U.S. national security, defense, or law enforcement communities.
• 10+ years of experience with U.S. national security intelligence-community mission sets, FISA policy, and government case management.
• 10+ years of experience analyzing information and processes, assessing risks, leading complex programs or multiple projects, and communicating with technical and non-technical audiences.
• Knowledge of IT lifecycle management, IT governance, systems development lifecycle, agile or waterfall methodologies, and requirements elicitation and management.
• 5+ years of experience with Microsoft Excel, Power BI, PowerPoint, Visio, Word, and SharePoint, plus report writing and presentations.
• Active Top Secret (TS) security clearance required.

Nice to have

• Bachelor’s or master’s degree in Computer Science, Management Information Systems, or a related field.
• Experience with FISAMS, Sentinel, DIVS, federal interagency environments, and national security operations.
• Certifications such as ITIL, Agile Product Owner, CAPM, PMP, or CBAP.
• 6+ years of experience with data-related issues and ETL processes.
