IT Program Manager (DevSecOps)

Location: Remote within the United States; primarily remote from TISTA facilities or approved remote locations with COR concurrence. Occasional work at government sites and CONUS travel may be required.

Salary: $180,546–$210,875 per year.

What you will do

• Own the VA SCMDSO account end to end, including P&L, revenue forecasting, cost and margin management, invoicing, financial reporting, and CPARS performance.
• Serve as the executive customer interface for VA Product Line leadership and build trusted-advisor relationships across VA OIT, VHA Supply Chain, and enterprise programs.
• Lead, mentor, retain, and develop the program team and Key Personnel while managing recruiting, onboarding, succession planning, and surge Scrum Team staffing.
• Manage subcontractors, OEM partners, workshare, small-business participation, and multi-vendor performance.
• Drive account growth through pipeline planning, customer discovery, proposals, technical challenges, and federal health pursuits.
• Coach TISTA’s SAFe Agile and DevSecOps delivery model, contribute to thought leadership, and support corporate quality, audit, and process-improvement initiatives.

Requirements

• 12+ years of IT program/project management experience, including 5+ years managing large federal IT services contracts valued at $10M+ annually as a Program Manager.
• 5+ years leading Agile/SAFe DevSecOps delivery organizations of 100+ FTEs across multiple concurrent products.
• Demonstrated experience with VA OIT programs, including VIP, PLM Playbook, VA PARS, TRM, and ATO/A&A processes.
• Experience managing multi-vendor teaming arrangements, subcontractor performance, CLIN-based task-order deliverables, and QASP-driven performance management.
• Proficiency with Jira, GitHub, ServiceNow, SharePoint, MS Project, SAFe PI Planning, Scrum of Scrums, ART coordination, integrated master schedules, dependency management, risk and issue management, and POA&M tracking.
• PMP and SAFe Agilist, SAFe Program Consultant, or equivalent SAFe certification required.
• Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related field required; a master’s degree is preferred.
• Ability to work at a computer for extended periods and travel within CONUS as required.

Nice to have

• Experience supporting VHA Supply Chain/Logistics, IFCAP, AEMS/MERS, VALIP, Nuvolo/ServiceNow, or EHRM/FMBT integration programs.
• Familiarity with AI-assisted SDLC tooling and governance.
• PgMP, PMI-ACP, ITIL 4 Foundation, CISSP, or Security+ certification.
• Master’s degree.
