Program Manager

Location: Hybrid in San Antonio, TX, US, with 1–2 days per week onsite.

What you will do

• Lead day-to-day software development program operations, maintenance, and modernization for DoD HR systems across multiple technology stacks.
• Act as a liaison to government stakeholders, aligning technical execution with mission priorities and contractual obligations.
• Apply IT software development management, predictive project planning, and agile delivery practices to balance priorities and meet performance metrics.
• Oversee and integrate work across multiple functional teams within a 150+ person program workforce.
• Coordinate technical and operational issue resolution by documenting problems, creating action plans, and facilitating cross-team meetings.
• Identify continuous improvement, innovation, and efficiency opportunities to meet mission objectives and reduce costs.

Requirements

• Bachelor’s degree in engineering, computer science, mathematics, or a related discipline.
• 10+ years of IT experience, including 5+ years in leadership roles for large IT programs in the DoD or other federal sectors.
• Expertise leading and integrating diverse software development projects across technology stacks and platforms in federal government environments.
• Experience applying compliance and cybersecurity frameworks in federal government environments.
• Active Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
• Certified Scrum Product Owner (CSPO), Certified ScrumMaster (CSM), or comparable Agile certification from a recognized organization such as Scrum Alliance, Scrum.org, or SAFe.
• Proficiency with Jira and Confluence.

• Experience leading operational teams through modernization using automation, analytics, or AI/ML technologies.
• Experience implementing continuous improvement strategies and executing corrective actions to meet program goals.
• Experience managing geographically distributed teams.
