Senior Training Specialist (HHS)

What you will do

• Develop and execute training plans aligned with project timelines, implementation milestones, and OCM strategies.
• Assess training needs, define learning objectives and knowledge gaps, and identify impacted user groups.
• Design role-based curricula and materials, including facilitator guides, presentations, e-learning modules, system demonstrations, and job aids.
• Deliver instructor-led, virtual, self-paced, and train-the-trainer sessions using adult learning principles.
• Collaborate with project managers, business analysts, technical teams, and subject matter experts to validate training content.
• Coordinate training logistics, track effectiveness in LMS platforms, and support readiness, go-live, post-implementation training, and knowledge transfer.

Requirements

• Experience supporting HHS system implementations involving eligibility, benefits, childcare, case management, or related public-sector programs.
• Experience with state, local, or federal government technology modernization initiatives.
• Strong background in instructional design, curriculum development, adult learning principles, and training facilitation.
• Experience delivering instructor-led, virtual, self-paced, and train-the-trainer programs.
• Proficiency with Learning Management Systems and e-learning development tools.
• Experience supporting organizational change management, system implementations, end-user adoption, implementation readiness, and go-live activities.
• Proficiency with Microsoft 365, Teams, SharePoint, PowerPoint, and Excel.
• Strong communication, stakeholder management, and organizational skills.
• Must be a US citizen or Green Card holder; the role is not open to C2C candidates or third-party vendors.

Nice to have

• Experience leading training initiatives for large-scale government technology implementations.
• Experience with Articulate 360, Storyline, Rise, Adobe Captivate, or similar instructional design tools.
