Senior Data Center Pre-Construction and Capacity Delivery Manager (AI Infrastructure)

Location: London, UK; hybrid policy requiring staff to be in one of the offices at least 25% of the time

What you will do

• Lead EMEA data center opportunities from desktop review and LOI through lease execution, validating transaction viability and providing go/no-go recommendations.
• Assess capacity, power, permitting, connectivity, procurement, cost, schedules, contractors, supply chains, and delivery risks using source documents and native schedules.
• Accelerate pre-lease programs by advancing design, permitting, power, early works, procurement, and long-lead equipment strategies.
• Shape LOI, lease, construction, phasing, governance, risk allocation, and milestone terms with transaction and legal teams.
• Lead post-deal delivery with landlords, developers, contractors, advisers, and internal stakeholders while maintaining safe construction sites and finished quality.
• Drive operational handoffs, workload turn-ups, risk mitigation, executive reporting, and continuous improvement of the preconstruction playbook.

Requirements

• 8+ years of experience in preconstruction, development, or cost and commercial management on data center or other large mission-critical programs within EMEA, including on-site delivery leadership.
• Demonstrated ability to test developer and contractor claims on cost, schedule, power, and permitting against source documents and identify dates that do not hold up.
• Experience taking time out of programs before construction, reading native schedules, and identifying schedule levers across design, permitting, power, and procurement.
• Experience shaping development, lease, or construction agreement terms with legal teams and leading tendering and bid analysis.
• Strong end-to-end understanding of data center development, including entitlements, permitting, planning, supply chain, execution, commissioning, and handover.
• Understanding of data center design and construction across EMEA markets, including power, permitting, contractual norms, and delivery incentives.
• Experience building or scaling a team or function and directing third-party advisers.
• Ability to operate independently with ambiguity, build influence, make decisions, and own outcomes.
• Bachelor’s degree or equivalent combination of education, training, and relevant experience.

Nice to have

• Understanding of AI/ML infrastructure requirements, including high-density power and advanced cooling systems.
• Preconstruction or leadership experience at a GC, EPC, or developer on hyperscale data center projects.
• Experience creating high-ownership cultures across diverse teams and jobsites.
• Experience with lease negotiations, construction contracts, or real estate development processes.
• Experience securing long-lead equipment or manufacturing capacity through frame agreements or early funding.
• Experience with quantitative schedule risk analysis or parametric cost benchmarks.
• Additional European languages.
