What you will do

• Lead the architecture and delivery of a cloud proof-of-concept environment on CMS AWS, including deployment and validation of a parallel Facets environment.
• Develop architecture specifications supporting a 95% claims match rate target and Tier 1 integration demonstrations.
• Design, implement, optimize, provision, and operationalize secure, scalable, resilient, and high-performing AWS infrastructure.
• Integrate legacy components with the modernized cloud ecosystem in collaboration with application, data, security, and CMS stakeholders.
• Coordinate technical delivery, task planning, issues and risks across multidisciplinary teams while providing technical leadership and mentorship.
• Produce architecture diagrams, design documents, implementation plans, security documentation, authorization support, and modernization recommendations.

Requirements

• Minimum of 8 years of experience with a BS/BA, or 12 years with a high school diploma.
• Demonstrated experience architecting and delivering AWS solutions using the AWS Well-Architected Framework.
• Experience designing, optimizing, and migrating applications or platforms to AWS, including legacy-system integration.
• Hands-on experience with cloud infrastructure provisioning, CI/CD pipelines, containerization, and infrastructure as code using Terraform, CloudFormation, or similar tools.
• Experience leading cloud delivery teams or large-scale modernization efforts in federal or regulated environments.
• Strong understanding of AWS cloud security, identity and access management, networking, encryption, and performance engineering.
• Ability to communicate with technical and non-technical stakeholders, leadership, and external partners.
• Knowledge and experience working in Agile environments.
• U.S. Citizenship or Green Card required; ability to obtain and maintain a Public Trust clearance required.

Nice to have

• AWS Certified Solutions Architect certification or similar cloud certification.
• Experience with CMS programs, CMS AWS environments, or federal healthcare initiatives.
• Experience with Facets, claims systems, healthcare data workflows, HIPAA, or related regulatory requirements.
• Experience designing IAM, data encryption, and regulatory frameworks from the ground up.
• Experience with proof-of-concept development, architecture validation, and cloud performance benchmarking.
• Familiarity with legacy-to-cloud enterprise modernization initiatives.
• Experience producing architectural documentation and participating in technical governance or architecture review boards.
