Senior Business Analyst

Location: Hybrid in Harrisburg, Pennsylvania, United States, with 2 days per week on-site at the Pennsylvania Public Utility Commission.

What you will do

• Document existing CAI application requirements and verify that critical functionality is retained and migrated to the modernized solution.
• Work with business unit subject matter experts to identify process improvements, recommend system enhancements, and propose features that provide business value.
• Prioritize requirements and maintain traceability to legislative and policy requirements.
• Translate business requirements into user stories and acceptance criteria in collaboration with the Product Manager.
• Communicate requirements with the Product Manager, Data Modeler, Developers, Product Owner, and other technical delivery team members; assist with platform, architecture, and integration evaluations.
• Test functionality, identify risks and dependencies, support change management and user adoption, and provide status updates and recommendations to IT leadership and business sponsors.

Requirements

• Extensive experience in business analysis, including requirements gathering, business process analysis, system design, and testing.
• Strong experience working with business stakeholders and subject matter experts to identify requirements and recommend process and system improvements.
• Demonstrated experience translating business requirements into detailed user stories and acceptance criteria for technical delivery teams.
• Strong testing experience validating system functionality and confirming that implemented changes meet business requirements.
• Experience documenting and prioritizing requirements while maintaining traceability to business, legislative, or policy requirements.
• Ability to work independently and as part of a cross-functional team, with strong written and verbal communication skills.
• Experience supporting large-scale application modernization or transformation initiatives and assessing, retaining, and migrating existing application functionality.
• Experience working with Product Managers, Product Owners, Data Modelers, Developers, and other technical delivery team members.
• Experience supporting change management, user adoption, and training during modernization, plus experience with security, accessibility, data privacy, regulatory, and compliance requirements, including WCAG standards.
• Experience working in government, public utility, or other highly regulated environments.
