Business Analyst - Requirements Engineering (HR)

Location: Hybrid, 3 days per week onsite in Trenton, New Jersey; local candidates only. Work authorization must not require sponsorship now or in the future.

Salary: $64–$74 per hour.

What you will do

• Analyze current-state HR processes, including recruitment, position management, onboarding, personnel actions, and compliance workflows, and document future-state workflows.
• Identify manual steps, pain points, and automation opportunities, then validate process models with HR business owners and the Application Manager.
• Plan and lead subject matter expert sessions; prepare agendas, draft specifications, capture decisions and follow-ups, and drive open items to closure.
• Translate requirements into build-ready specifications for workflows, forms, field validations, routing, approvals, notifications, and testable acceptance criteria.
• Maintain version-controlled specifications and a requirements traceability matrix from source requirements through specification, story, build, and test.
• Work with developers, architects, QA, project managers, and delivery leads to clarify specifications, support Jira backlog refinement, and review generated output.

Requirements

• Bachelor’s degree from an accredited college or university.
• 5+ years of experience in business analysis or requirements engineering.
• Demonstrated experience in HR process analysis and workflow and form specification.
• Experience facilitating subject matter expert sessions.
• Ability to break business requirements into build-ready written specifications with acceptance criteria and traceability.
• Experience maintaining a requirements traceability matrix across a large requirement set, including unique requirement IDs, duplicate removal, consistent formatting, and coverage reporting.
• Experience writing structured markdown or a comparable machine-ingestible specification format rather than prose narrative.
• Proficiency with Jira, Confluence, Excel, or similar requirements management tools.
• Strong organizational and analytical skills, close attention to detail, and exceptional written and verbal communication skills.

Nice to have

• Human resources or payroll domain experience.
• Public sector requirements work with limited subject matter expert availability.
• Prior experience feeding specifications into a code generation toolchain.
• CBAP, PMI-PBA, or related business analysis certification.
• Experience supporting State of New Jersey agencies.
• Experience within Human Services, Child Welfare, Public Health, or Social Services programs.
