Senior AI and Agile Transformation Lead (AI)

Location: Washington, DC; U.S. citizenship required; ability to obtain a CBP Background Investigation required, with active CBP BI preferred.

What you will do

• Lead PMOD’s AI strategy, adoption approach, implementation roadmap, and identification of high-value AI use cases.
• Advise CBP leadership and stakeholders on AI capabilities, limitations, risks, governance, and responsible implementation.
• Design and support AI solutions for government customers from requirements definition and architecture through pilots, evaluation, scaling, and sustainment.
• Lead Agile transformation efforts, including establishing or restructuring Agile Release Trains and scaled delivery structures.
• Plan and facilitate PI Planning, Inspect and Adapt sessions, Scrum of Scrums, ART syncs, and other scaled Agile ceremonies.
• Manage delivery cadences, governance, metrics, dependencies, risks, impediments, stakeholder issues, and executive reporting while integrating Agile delivery with DevSecOps, CI/CD, cybersecurity, automated testing, and quality engineering.

Requirements

• 8+ years of experience in Agile software delivery, technical program management, or enterprise technology delivery.
• 3+ years of experience as an RTE or equivalent Agile delivery leader in a scaled Agile environment.
• Experience standing up a new ART, launching a major Agile transformation, or significantly restructuring an existing ART.
• Experience planning and facilitating PI Planning events involving multiple Agile teams and cross-functional stakeholders.
• Experience coaching Scrum Masters, Product Owners, and Agile delivery teams.
• Experience establishing delivery cadences, governance practices, metrics, and program-level reporting.
• Experience managing cross-team dependencies, delivery risks, and complex stakeholder relationships.
• Strong understanding of software development lifecycles, Agile planning, integration, testing, and release management.
• Strong knowledge of SAFe principles, roles, events, and ART execution; experience with Jira, Azure DevOps, or similar tools; and understanding of flow metrics, capacity planning, forecasting, and delivery performance management.
• Familiarity with DevSecOps, CI/CD, and modern software engineering practices.
• Strong facilitation, coaching, conflict resolution, organizational change management, and executive-level reporting skills.
• Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field; equivalent relevant experience may be considered.
• SAFe Release Train Engineer (RTE) certification and SAFe Agilist (SA) certification or equivalent demonstrated SAFe knowledge.
• U.S. citizenship and ability to obtain a CBP Background Investigation are required.

Nice to have

• SAFe Practice Consultant (SPC) certification.
• Experience establishing ARTs in federal government, Department of Defense, or other complex mission-focused organizations.
• Experience with multiple contractors, government stakeholders, and distributed Agile teams.
• Familiarity with government program management, contractual deliverables, cybersecurity requirements, and compliance-driven delivery environments.
• Experience establishing ART performance dashboards using Power BI, Jira, Azure DevOps, or comparable reporting tools.
• Experience integrating Agile delivery with automated testing, DevSecOps pipelines, and quality engineering practices.
• Experience supporting value stream identification, ART design, organizational readiness assessments, and evolving transformation environments.
• Active CBP Background Investigation.
