IT Program Manager-Federal (AI)

Location: United States; hybrid setup for candidates local to the National Capital Region (NCR). Occasional travel may be required.

Salary: $180,000–$215,000 per year

What you will do

• Lead delivery of the USDA Integrated Acquisition System (IAS) program and serve as the primary interface for senior acquisition and technology stakeholders.
• Manage multidisciplinary teams, schedules, contract financials, deliverables, risks, dependencies, subcontractors, metrics, and client communications.
• Oversee sustainment and lifecycle management of COTS and legacy platforms, including Unison PRISM, Oracle APEX applications, integrations, reporting services, and production operations.
• Lead modernization through cloud-native solutions, APIs, automation, modern user experiences, Agile delivery, and DevSecOps while maintaining operational continuity.
• Translate Federal acquisition requirements, policies, workflows, and user needs into backlogs, technical roadmaps, business cases, and modernization initiatives.
• Apply generative AI, agentic workflows, intelligent automation, analytics, and AI-enabled development tools while addressing security, privacy, governance, and compliance.

Requirements

• 10+ years of experience in technical program management, project management, product delivery, or enterprise IT delivery within the Federal contracting environment.
• Experience managing complex Federal IT programs involving enterprise COTS sustainment and custom software modernization.
• Experience with cloud-native technologies, APIs, modular application design, Agile delivery, DevSecOps, CI/CD, automated testing, and iterative product development.
• Experience leading multidisciplinary teams and managing governance, planning, risks, finances, contracts, performance, and executive reporting.
• Professional experience using generative AI tools such as ChatGPT, Claude, or Microsoft Copilot.
• U.S. citizenship is required with no exceptions; must be able to obtain and maintain USDA suitability/Public Trust. A bachelor's degree in a relevant field is required.

Nice to have

• Federal acquisition, procurement, or contract writing experience, including knowledge of the Federal Acquisition Regulation.
• Experience with Federal acquisition system modernization and direct experience with Unison PRISM.
• Experience reducing Procurement Action Lead Time (PALT) through process mapping, workflow redesign, automation, and standardization.
• Experience managing AI-enabled customer capabilities and AI-assisted software development.
• PMP certification.
