Consultant, Senior Data Analyst

Location: Arlington, VA; hybrid, with periodic onsite work in the Arlington/DC area.

What you will do

• Serve as a strategic liaison between business stakeholders, federal leaders, researchers, program staff, technical teams, and other stakeholders.
• Analyze application data, reporting outputs, business rules, system behavior, operations, and budgets to identify trends, resolve issues, and support decisions.
• Analyze current-state processes and develop future-state workflows, system enhancements, tools, applications, and process improvements.
• Lead business analysis activities, including requirements elicitation, stakeholder engagement, process analysis, requirements management, and solution development.
• Support application planning, backlog prioritization, roadmap and release planning, functional testing, UAT, defect management, and production validation.
• Develop SOPs, process documentation, user guides, training materials, knowledge resources, executive briefings, dashboards, presentations, demonstrations, and stakeholder communications; lead knowledge transfer and onboarding.

Requirements

• Bachelor’s degree in Data Science, Information Systems, Health Sciences, Business, or a related field.
• 7+ years of experience in technical analysis, consulting, program support, or operational improvement roles.
• Experience supporting federal government programs or large, complex organizations.
• Demonstrated experience with Python and similar tools for automating complex business processes.
• Demonstrated experience with budget analysis.
• Ability to gather and translate business requirements into process improvements, system enhancements, and actionable recommendations.
• Experience developing SOPs, business process documentation, workflows, user guides, and training materials.
• Strong facilitation, stakeholder management, communication, analytical, and problem-solving skills, including synthesizing complex information into executive-level recommendations.

Nice to have

• Experience supporting NIH, HHS, biomedical research, healthcare, public health, or scientific organizations.
• Experience supporting software development, application modernization, or digital transformation initiatives.
• Experience working within Agile environments.
• Familiarity with Jira, Azure DevOps, ServiceNow, Salesforce, or similar platforms.
• Experience with data analysis, reporting, dashboard development, and performance metrics.
• CBAP, PMI-PBA, PMP, Lean Six Sigma, Scrum, or related certifications.
