Federal Human Capital Business Analyst

Location: Remote, Virginia, United States; must be a US citizen and able to obtain Public Trust Clearance.

Salary: $110,000–$115,000 per year.

What you will do

• Support DHS with implementation of a newly acquired human capital system and evaluate current- and future-state business processes.
• Facilitate joint application design sessions with human capital and business stakeholders to document requirements.
• Collaborate with IT delivery partners to understand the existing IT landscape and identify process improvements.
• Develop architectural diagrams, process documentation, presentations, and comparative analyses to identify gaps and address risks.
• Participate in agile ceremonies and maintain Jira boards for program and team visibility.
• Recommend and implement process and system enhancements while supporting team success in a fast-paced agile environment.

Requirements

• US citizenship and ability to obtain Public Trust Clearance.
• 3+ years of experience in systems analysis and design of information systems programs.
• Experience with system modernization or migration efforts.
• Strong writing, organizational, communication, analytical, problem-solving, critical-thinking, and stakeholder-management skills.
• Experience in project management, strategic planning, and supporting immediate team leadership.
• Proficiency in business process modeling using BPMN and Visio process documentation.
• Ability to work independently and as part of a team, including demonstrated remote experience in a heavily matrixed environment.
• Ability to deliver high-quality work under challenging schedule constraints and commitment to continuous improvement.
• Comfort working in cross-functional, enterprise-wide project teams and adapting to evolving business and technical requirements.

Nice to have

• Existing Public Trust clearance.
• Prior experience supporting federal customers, preferably DHS.
• Knowledge of change management and project management best practices.
• Ability to facilitate differing perspectives toward consensus.
• Expertise in Unified Modeling Language (UML).
• Understanding of federal human capital processes.
• Agile experience or certifications such as CSM or PSM.
• Understanding of AWS or Azure and their implications for system architecture and modernization; AWS or Azure certification.
• Experience with Jira, Confluence, system implementation, testing, and user acceptance activities.
• Experience supporting business development activities and operations.
