Director, Construction Management, ANS (Phila) (Rail and Transit)

Location: Philadelphia, Pennsylvania, United States; hybrid work with a mix of remote work, client-site work, and time in an hirify.global office or center. Some in-person time is required for collaboration, learning, and relationship building.

What you will do

• Lead major rail and transit programs as a senior seller-doer across pre-construction, procurement, construction, testing, commissioning, and closeout.
• Drive business development and capture efforts for program management consulting, construction management, and Owner's Representative opportunities across Greater Philadelphia and the Northeast Corridor.
• Build agency relationships, shape pursuit strategies, and lead proposals and interviews.
• Oversee multiple design-build and alternative delivery contracts, managing scope, schedule, budget, risk, change, claims, and contractual requirements.
• Advise executive clients and coordinate with project controls, legal, regulatory agencies, local jurisdictions, utilities, and community stakeholders.
• Lead multidisciplinary teams and establish governance, reporting, and performance controls supporting compliance with rail and FTA/FRA requirements.

Requirements

• Bachelor's degree in civil engineering or a related field.
• At least 15 years of progressively responsible experience managing and delivering major rail or transit infrastructure projects of comparable size and complexity.
• Active Professional Engineer license.
• Experience in business development, capture management, or client relationship development within the public transit or transportation consulting sector.

Nice to have

• Pennsylvania or New Jersey Professional Engineer licensure and Certified Construction Manager certification.
• Experience delivering major programs for SEPTA, Amtrak, NJ Transit, PATCO/DRPA, PennDOT, or comparable Northeast Corridor transportation agencies.
• Experience with design-build, CM/GC, P3, or other alternative delivery methods, including contract administration, risk allocation, claims management, and dispute resolution.
• Knowledge of the Greater Philadelphia and Southern New Jersey stakeholder environment, including local permitting, utilities, federal funding requirements, and public-agency project delivery frameworks.
