Country Fund Associate (Climate and Energy)

Location: Remote, based in Manila, Philippines. Full-time fixed-term contract starting in November 2026 and initially running until 31 March 2027, with potential extension.

What you will do

• Support portfolio management for the Philippines Fund, including project pipeline development, portfolio analysis, forecasting and adaptive management.
• Coordinate grant and expert deployment selection, eligibility reviews, evaluation panels, recruitment, due diligence, contracting and project start-up.
• Monitor project outputs, delivery plans, risks, expenditure and forecasts, following up on corrective actions and compliance issues.
• Manage monthly and quarterly reporting from implementing partners and experts, review evidence and financial documentation, and support delivery and board reporting.
• Coordinate with implementing partners, suppliers, FCDO, Post, internal teams and other stakeholders, providing onboarding, guidance, training and performance support.
• Maintain programme data quality in IMS and Insights dashboards and provide operational support for procurement, travel, workshops, training and events.

Requirements

• Strong organisational, financial management and administration skills, including the ability to review and quality assure project financial reports.
• Good knowledge and experience managing grants mechanisms; FCDO experience is preferred, while other international donor experience is welcomed.
• Good programme and project management skills with a proven track record supporting a complex portfolio across various sectors.
• Excellent organisational, interpersonal, coordination and communication skills.
• Professional fluency in English.
• Good, current knowledge of the political, economic and operating context in the Philippines, focused on low-carbon and climate mitigation sectors.
• High resilience, flexibility and ability to adapt to changing circumstances and priorities.
• Ability to work collaboratively and communicate effectively with FCDO, UK PACT partners and stakeholders at different seniority levels, while maintaining neutrality and trusted relationships.
• Commitment to collaborative working, evidence-based judgement, stakeholder engagement, analytical use of financial, performance and risk data, quality assurance, compliance, planning, clear reporting, professionalism, integrity and discretion.

Nice to have

• Technical knowledge of one or more Philippines–UK PACT priority areas, including low-carbon transport, energy efficiency or carbon pricing.
