Senior Program Manager (AI/ML)

Location: Bethesda, MD; US citizenship and ability to secure a US public trust clearance required.

What you will do

• Lead as the single point of accountability for a complex program with more than 100 staff supporting the modernization, operation, and sustainment of a mission-critical public-facing application.
• Ensure contract compliance, provide technical direction, and serve as the primary interface with the USCIS Contracting Officer's Representative and Contracting Officer.
• Develop and monitor program plans, budgets, schedules, deliverables, staffing reports, status briefings, sprint review briefs, and other management artifacts.
• Organize and coordinate task order execution, manage contractor resources, supervise staff performance, and lead multiple Agile DevSecOps teams in an AWS environment.
• Maintain transparency through Agile application lifecycle management tools, task boards, and collaboration sites, and coordinate release status and planning reviews.
• Manage transition-in and transition-out activities, knowledge transfer, key personnel occupancy, and compliance with the 12-month no-substitution requirement.

Requirements

• US citizenship and the ability to secure a US public trust clearance.
• Bachelor’s degree in liberal arts, business administration, information technology, engineering, or a related technical field.
• 10+ years of experience as an IT Project or Program Manager, with strong experience in Software Engineering and DevSecOps projects leading multiple Agile teams with more than 100 people.
• 5+ years of experience driving requirements in an Agile/Scrum operating environment.
• Ability to adapt to changing priorities and requirements in a dynamic environment.

Nice to have

• Program leadership experience on DHS, USCIS, or comparable large federal civilian IT programs.
• PMP, PgMP, or equivalent program management certification.
• Agile certifications such as SAFe or Certified Scrum Professional.
• Experience with AWS cloud programs and FedRAMP/FISMA environments.
• Familiarity with the USCIS tool suite, including JIRA, Confluence, GitHub Enterprise, and AWS native services.
