What you will do

• Serve as the primary point of accountability and interface with the Contracting Officer, COR, Census Bureau stakeholders, and partner organizations.
• Lead governance, management processes, reporting, cost control, scheduling, and performance management for a nationwide program.
• Implement earned value management and integrate the program schedule with the Census Bureau’s Decennial integrated master schedule.
• Direct solution, implementation, operations, maintenance, security, subcontractor, and teaming-partner leads.
• Plan recruiting, vetting, training, and staffing for enrollment operators and suitability reviewers during rapid surge periods.
• Manage risks, quality assurance, deliverables, status reporting, transition, data return, sanitization, and decommissioning.

Requirements

• Bachelor’s degree in business, management, information systems, or a related field.
• 15+ years of professional experience, including at least 10 years managing large federal programs with multi-site field operations.
• Experience scaling programs for surge peaks, preferably in identity, credentialing, biometric enrollment, background investigations, or large-scale hiring.
• Experience with earned value management, integrated master schedules, formal risk management, subcontractors, and teaming partners on federal contracts.
• PMP certification.
• Ability to obtain a Department of Commerce Background Investigation and Census Special Sworn Status.

Nice to have

• Decennial Census experience, particularly 2020 Census fingerprinting or field operations.
• Experience with OPM suitability processes, HSPD-12, or FBI fingerprint submission programs.
• PgMP, Agile, or ITIL Foundation certification.
• Experience with GSA MAS BPAs, order-level pricing, CMMI Level 3, or ISO-certified delivery processes.
