Program Manager ASTRA Risk Manager

Location: Remote within the United States; U.S. citizenship is required. An active Department of Defense TS/SCI clearance is required at hire, with the ability to obtain TS/SCI eligibility within a reasonable period.

What you will do

• Lead portfolio-level risk and opportunity management across assigned programs.
• Establish risk identification, assessment, scoring, ownership, mitigation, tracking, and closure processes.
• Analyze technical maturity, schedule, resources, materials, suppliers, costs, security requirements, and contractual dependencies.
• Directly manage smaller programs and special projects, including execution plans, integrated schedules, milestones, staffing, costs, and deliverables.
• Coordinate risk reviews and cross-functional working sessions with engineering, operations, supply chain, quality, finance, contracts, security, subcontractors, customers, and leadership.
• Prepare risk summaries, mitigation plans, decision records, milestone-readiness packages, program reviews, and proposal inputs.

Requirements

• Bachelor’s degree or equivalent with at least 8 years of relevant experience, or a master’s degree with at least 6 years of relevant experience.
• Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and U.S. citizenship are required.
• Experience managing program risks, schedules, dependencies, and cross-functional execution.
• Experience developing risk and opportunity registers, mitigation plans, and executive risk reporting.
• Working knowledge of program controls, earned value management, cost and schedule performance, and integrated master schedules.
• Strong written and verbal communication skills, including presenting concise risk and decision information to customers and senior leadership.

Nice to have

• Program management experience with high-reliability spaceflight hardware for National Security Space.
• Leadership experience in RF payload development and production.
• Experience resolving schedule challenges, implementing contingency plans, and recovering from build or test issues.
• Experience managing scope on complex development and production contracts, including fixed-price contracts.
• Interest in technology maturation, technology risk management, RF fundamentals, and applying AI for continuous improvement.
