Program Manager, Carrier Operations & Governance (Telecom)

Location: Remote, based in Ontario, British Columbia, or Alberta, Canada. Occasional travel may be required for project or team in-person meetings.

Salary: $90,800–$113,500 annually; target bonus percentage: 12.5%.

What you will do

• Lead highly visible, cross-functional governance programs from diagnosis and design through implementation and change management.
• Build the Carrier Operations & Governance operating model, team structures, operating cadences, runbooks, supply policies, and Rules of Engagement.
• Present operational narratives, risks, metrics, and performance insights to cross-functional and executive leadership.
• Integrate policies, workflows, systems, tools, data foundations, and operational controls across carrier operations.
• Produce analytical requests, data pulls, ad hoc analyses, reporting summaries, and data-quality validations for business stakeholders.
• Own the team’s Run-the-Business cadence, including OKR tracking, operational forums, and deal approval workflows.

Requirements

• 5+ years of experience in management consulting or as a Program Manager or Chief of Staff in telecom, RevOps, or strategy and operations.
• Experience leading cross-functional programs involving business, technical, legal, and financial stakeholders.
• Experience standing up operating models, team cadences, runbooks, frameworks, Rules of Engagement, and change-enablement programs.
• Strong process mapping, business case writing, systems specification, executive communication, and operational reporting skills.
• Analytical proficiency with Excel or Google Sheets, SQL, or Looker, including performance measurement and policy-compliance analysis.
• Must be based in Ontario, British Columbia, or Alberta, Canada.

Nice to have

• Experience in management consulting, high-growth technology, or global telecom environments.
• Six Sigma, Program Management, Process Management, or Prosci Change Management certification.
• Experience with commercial Deal Desks, supplier QBR management, revenue assurance, A2P SMS, international voice and messaging, carrier billing, or AIT/IRSF fraud frameworks.
• Familiarity with Airtable, Jira, Confluence, Python, Coefficient, and AI tooling.
