Program Manager (Defense)

Location: Onsite in Aberdeen, Maryland, at Aberdeen Proving Ground

What you will do

• Lead planning, staffing, coordination, and execution of contract support across engineering, technical advisory, operations research, logistics, acquisition, cybersecurity, and administrative functions.
• Act as the primary contractor interface with Government personnel, including the Contracting Officer, CORs, technical leads, and senior stakeholders.
• Manage cost, schedule, technical baselines, risks, milestones, resources, and contract deliverables across the full program lifecycle.
• Oversee logistics analysis, systems safety studies, risk assessments, technical evaluations, and lifecycle support for military systems.
• Manage personnel clearances, classified information handling, SCIF access protocols, and compliance with DoD, FAR, DFARS, quality, and security requirements.
• Lead contract staff recruitment, onboarding, development, performance management, reporting, executive briefings, contract modifications, negotiations, and proposal activities.

Requirements

• Active DoD Top Secret clearance with SCI eligibility.
• Active PMI PMP certification or DAWIA Program Management Level III certification.
• Bachelor’s degree in engineering, business, or a related discipline.
• At least 12 years of progressive experience supporting DoD program design, development, and execution, including 10 years of DoD-related program management.
• At least five years managing substantive military hardware or software development programs and five years of systems analysis experience.
• Military experience at E-5 or above, or equivalent DoD civilian or contractor program leadership experience.

Nice to have

• Master’s degree in engineering, systems engineering, business administration, or a related field.
• Experience managing DoD acquisition contracts and programs at Aberdeen Proving Ground, DEVCOM, or Army research and development organizations.
• Earned Value Management experience and knowledge of DoD financial management and reporting requirements.
• Experience with the DoD 5000 acquisition framework and lifecycle management processes.
