TL;DR

What you will do
- Lead business analysis and requirements engineering for FBI National Security Branch systems, including FISA, NSL, NDRR, and Sentinel.
- Translate operational needs from investigators, legal counsel, and executive stakeholders into Epics, Features, Agile user stories, and acceptance criteria.
- Evaluate enterprise systems, architectures, vulnerabilities, technical debt, integrations, cloud adoption, and modernization opportunities.
- Advise FBI and DOJ leadership on risks, mitigation strategies, IT governance, strategic planning, and system investments.
- Author technical documentation, use cases, operating models, workflow diagrams, privacy impact assessments, SOPs, position papers, and briefing materials.
- Lead project planning, executive briefings, interagency coordination, and operational problem resolution for mission-critical IT initiatives.
Requirements
- Active Top Secret security clearance with SCI eligibility and willingness to undergo FBI suitability determination and polygraph.
- 10+ years of experience in U.S. national security, defense, or federal law enforcement communities.
- 10+ years of experience with U.S. National Security Intelligence Community missions, FISA policies, government case management systems, and complex IT programs.
- 10+ years of experience with enterprise IT lifecycle management, governance, SDLC, Agile, Waterfall, Hybrid methodologies, and requirements management.
- 10+ years of experience communicating technical and architectural concepts between engineering teams and executive stakeholders.
- 5+ years of experience using Excel, Power BI, PowerPoint, Visio, Word, and SharePoint, plus technical report writing and executive briefings.
Nice to have
- Bachelor’s or Master’s degree in Computer Science, MIS, or a related technical discipline.
- Experience with FBI platforms such as FISAMS, Sentinel, and DIVS.
- CBAP, PMP/CAPM, CSPO, PMI-ACP, or ITIL certification.
- Experience with ETL pipelines, distributed storage, access controls, indexing, entity extraction and resolution, and data-sharing protocols.
- Experience with federal interagency technology initiatives and the intelligence cycle.
