Project Delivery Consultant - Public Sector Transformation

Location: Belfast, United Kingdom; hybrid work with a minimum of two days each week in the PA office or on client site. The role may involve frequent client-site working and travel across Northern Ireland and the Republic of Ireland.

What you will do

• Plan, support, and coordinate complex projects, programmes, and workstreams from mobilisation through delivery.
• Translate strategic priorities into plans, milestones, governance structures, dependencies, and measurable outcomes.
• Establish or strengthen programme management offices, reporting, assurance, and decision-making processes.
• Identify and manage risks, issues, and dependencies while helping delivery teams maintain momentum.
• Facilitate workshops, prepare evidence-based materials for senior stakeholders, and build relationships across policy, operational, digital, commercial, and corporate teams.
• Improve performance, benefits realisation, and accountability using delivery data and insight; contribute to proposals and thought leadership.

Requirements

• Experience delivering projects, programmes, or significant workstreams in consulting, public service, or another complex environment.
• Working knowledge of project and programme delivery approaches, tools, and common delivery challenges.
• Demonstrated ability to turn plans into tangible outcomes and benefits.
• Strong planning, analysis, communication, and stakeholder-management skills.
• Confidence working across organisational levels and contributing effectively in diverse teams.
• Adaptable, hands-on approach and willingness to work across different public service markets.

Nice to have

• Experience with Northern Ireland or Republic of Ireland government, public bodies, or health and social care organisations.
• Project, programme, Agile, or change-management qualifications.
