Program Manager - Civil Engineer

Location: Hybrid role in Toronto, Ontario, Canada, at 380 Wellington Street West

Salary: $120,000–$140,000 base compensation

What you will do

• Lead multi-year municipal infrastructure programs covering roads, stormwater, sanitary sewer, and water systems.
• Oversee concurrent design and construction projects, maintaining consistent scope, standards, quality, schedules, and resource allocation.
• Provide engineering guidance and review for design and rehabilitation projects, including sustainability and asset management initiatives.
• Coordinate with municipalities, utilities, regulators, internal departments, senior leadership, consultants, contractors, and community stakeholders.
• Manage program budgets, capital forecasting, procurement, contracts, and contractor and consultant performance.
• Lead risk, compliance, public engagement, and multidisciplinary team development activities.

Requirements

• Bachelor’s degree in Civil Engineering or a related discipline.
• Professional Engineer designation, P.Eng. or equivalent, required and must be in good standing.
• 8+ years of progressive civil engineering experience focused on municipal infrastructure.
• 5+ years of program or project management experience on large-scale infrastructure projects.
• Experience with roadworks, sewer systems, and/or water infrastructure design and rehabilitation.
• Strong knowledge of civil engineering standards, construction practices, asset management, stakeholder management, financial management, and contracts.
